Welcome to the Law section for the Port City of Lydius.  The laws of Lydius apply to all, including all Citizens, Guests, FW, Men/Warriors and slaves.
 
All persons who break the laws of the City of Lydius will be brought to justice.  Not all cases will merit a hearing and this is solely determined by the Administrator/Ubar of Lydius.  If a hearing is held, in attendance will be the Administrator/Ubar, En'Sword & Se'Sword of the City with the En'Scribe present logging this meeting.  If found guilty of a crime within the City of Lydius the penalty will stand.  The City of Lydius laws are fair & just and all rulings are final.
 
1.  The laws of the City of Lydius are to be upheld at all times and are held with the highest of regard.  No one is above the law in the City of Lydius.
 
2.  The laws of the City of Lydius pertain to Lydius and claim no sovereignty beyond her shores or land. 
 
3.  By law, the Administrator/Ubar has within his power the ability to establish and modify the laws of the City as he deems necessary.

4. The Administrator/Ubar's Word is Law, challenging or questioning any of the laws of the City of Lydius is considered an act of treason and will result in the loss of Citizenship or if a guest of the city, your guest pass will be revoked and the City Guard will escort you from the city.  The act of treason depending on the severity may also result in your death, if deemed by the Administrator/Ubar.
 
5.  ALL Visitors to the City of Lydius must request a City Guest Pass from the Administrator/Ubar, prior to arriving or upon the day or evening of their arrival, by scroll to Trenton De'Shea if he is not present.  In person request if he is present if they wish to remain and RP within the City of Lydius, no exceptions will be allowed. If your request is by scroll after your arrival, city guards will be happy to escort you to the Sea Breeze Inn.  If your char states he or she does not know if they are staying they may be escorted from our city by guards, upon our discretion.  If your char is denied a City Guest Pass, you will leave immediately and will not argue the reason, if not City Guards will remove you immediately then you will be bolted from the room.  If you have a slave char RP realistically, if you are Owned you would not be in any city without your owner and you will be bolted from the room as slaves do and did not wander about Gor alone.   City Guards will spot you immediately.  Un-owned slaves may enter the city however, again slaves do not roam about Gor alone, City Guards will spot you immediately so RP a City Guard bringing you to the feet of whatever FP is in the room.  FP's who bring in new slaves, be sure you have gone over the slave laws of this city as well as directed them to the Laws of the City as you are responsible IC for your slaves.

By land, air, river, forest or thassa the City of Lydius's defenses are unsurpassed.  From the huge stone wall that surrounds the city, the massive stone guard towers that rise high above providing a panoramic view armed with arches day and night, the tarn wires strategically placed, the City Guard, City Watch, carrying Short Bows, Crossbows, Quiva, Daggers  Short Sword's, and Long Sword's, all expertly trained; Tarnsmen Patrols, Tharlarion Patrols, Kaiila Patrols, their watches extend from the thassa all along the Laurius River and into the Northern Forest past the Sleen Pens, the Lydius fleet patrolling the harbor and the river, all lands surrounding the entry to the Meadowlands, the City of Lydius is secure and her defense forces nae penetrable)
 
The Kaiila Mounted Cavalry is implemented by the City of Lydius the Kaiila patrol both in and outside of the City keeping the peace in the streets of Lydius as well as keeping an eye on the City from the outside. There are Hundreds of Kaiila Cavalry employed by the city of Lydius.  Their range extends from the Laurius River through the Northern Forest regions.
 
The Tarn Cavalry of Lydius is massive and always on guard as there are constant patrols in and around the City keeping and eye on the City from above.
 

6. If you request a City Guest Pass in advance, the City of Lydius will notify the Harbor Master of your pending arrival, who will then issue your docking berth.  The City Tarn Cots will also be notified.

7.  Those found breaking the law of the City of Lydius will be brought to justice swiftly by whatever means the Administrator/Ubar has deemed.  This also stands for the hearing members as all decisions in both scenarios are final.
 
8. Theft of the Home Stone is to be punished by death in a manner deemed appropriate by the Administrator/Ubar.
 
9. Panther Girls, Talunas, Raiders, Outlaws, Kurs, Sleens, Larls and Mamba People are strictly forbidden entrance to the City of Lydius and if/when spotted will be killed on sight.  Mercenaries and Pirates will be watched closely by the City of Lydius military and at any time may be ordered to leave by the Administrator/Ubar, Ubara, En'Sword & Se'Sword or face death. 
 
10.  Assassins (RBC or PPBC registered only) bearing the mark of the black dagger on their forehead are permitted entrance into Lydius without interference. Only Registered Assassins will be recognized and they must disclose the storyline to both their mark and the Administrator/Ubar as well as the Lydius High Council.  (If your char does not acknowledge AA's then it is strongly advised you put this in your life scrolls.) No active/current member of the Assassins Black Caste will be allowed to swear to the HomeStone of Lydius as a Citizen.
 
11. Retaining Citizenship in City of Lydius is contingent upon being an active and contributing Citizen of Lydius. Citizenship is a privilege, not an entitlement, and thus must be earned. You are expected to owe your allegiance to Lydius and work at supporting the City of Lydius.
(Your char must be of the legal age of 18 or Citizenship will not be allowed under any circumstances.)
 
12. Establishing a new House within the City of Lydius or for an individual to take over as Head of House in an existing House within the City of Lydius, approval must be sought from the Administrator/Ubar prior to the opening or revision of leadership of any House. The Head of House must be a Citizen of Lydius in good standing and participating in activities and functions of the City of Lydius for no less than one (1) mun month. The Administrator/Ubar has sole approval over the opening of new Houses in Lydius, though he may elect to call a meeting of the LHC if he so chooses. The purchase of existing structures or of land either inside the city walls or the land surrounding the City under the jurisdiction of the City of Lydius, on which a new House is to be built must be approved by the Administrator/Ubar.
A Free Woman owning a House in the City of Lydius will rarely if ever be granted.  There are exceptions but due to the fact that the majority of warriors do not take well over time to taking direction or orders from a FW, which causes the house ultimately to fall harming the City and the unity of the warriors.
Any House and its occupants may be removed from the City Roster if the House and/or its occupants become inactive within the City of Lydius. Inactivity is failure to interact within the City of Lydius for more than one (1) mun month or the deletion of characters without prior notification to the City Scribe and the Administrator/Ubar. If removed from the City Roster, notification of removal will be made to the parties involved and they have one (1) mun week from the date of notification to petition the Administrator/Ubar.  After such time, they will be considered to have abandoned their Citizenship of Lydius. 
 
13.  Only Citizens may purchase permanent buildings or land within the walls or outside the walls of the City of Lydius. Individuals who do not hold Citizenship within the City of Lydius may, at the discretion of the Administrator/Ubar, be granted leases for property. Citizens who leave Lydius may retain their property within the City of Lydius with the approval of the Administrator/Ubar, provided the care and maintenance of the property is provided for by the former Citizen.

14. Property owned by former Citizens within the City of Lydius or on the land surrounding Lydius which is protected by and under the jurisdiction of the City, becomes the property of the City of Lydius unless provisions are made for such property with the Administration of Lydius. These agreements must be renewed every three mun months with the Ubar of Lydius or they become null and void.
 
15. The crime of theft is harshly punished by ear-notching. Second offense for theft, for a male, will result in the loss of the left hand, for a female, will result in her reduction to slavery.
 
16. Forgery, in the City of Lydius, whether the reproduction of keys, logos, City emblems, crest or any other rence or symbolic properties of the City of Lydius is held to the punishment of the Administrator/Ubar at his discretion.  Depending on the offense and severity of the offense this may also include death. 
 
17. Arson, in the City of Lydius ranges in punishment from replacement of properties to reimbursement to banishment to death deemed at the discretion of the Administrator/Ubar depending on the severity of the offense.
 
18. Treason is punishable by extreme torture and death if the Administrator/Ubar deems it so.

19. The Sovereign guards are strictly for the protection of the Lydius Mint.  The Administrator/Ubar may at his discretion deny Lydius Mint notes to a Lydius citizen. 
 
 20. The Elite guards are strictly for the protection of the Ubar and Ubara and accompany them in force at all times.
 
21.  Free men and women are welcome to express their thoughts. (This does not pertain to slaves) Your thoughts may be expressed as is your right however; a constant stream of negative thoughts, ill will towards others, the city or a nasty attitude overall will not be tolerated.  Do not think because you "think" it that those thoughts are not being expressed by body language or facial expressions, they are and will not be tolerated.

 22.  Within the city of Lydius, the only form of legal joining preformed by the Administrator is the institution of Free Companionship. While the ceremony may range from extravagant to simple, the free companionship contract must be signed, and witnessed, and the customary wine must be shared, in order to make it legally binding.  The exceptions to this being: A couple coming to the city already joined in another form of companionship, no matter what custom they joined under, will be seen as a legally binding. Warriors and free men may "claim" their companions however, the FW must be in full agreement with this.

 

All ships containing animals or cargo that is to be unloaded is inspected by the Harbor Master. The Harbor Master conducts all proper docking procedures and sends notification to the Administrator/Ubar of your arrival. Once notified of your arrival, you will be met by the dignitaries of the City and welcomed.

 

 

Free Men/Warriors
 
 

23. All free men of the City of Lydius must work toward registering within their chosen caste, uphold their caste codes and attend training exercises as deemed part of their caste requirements. Those who do not comply will lose their citizenship and will be removed from the City of Lydius.  All Warriors of the City of Lydius belong to HRS unless granted a House by the Administrator/Ubar.

24. In times of war or conflict, all men of the City of Lydius are expected to take up arms in defense of the City of Lydius and its properties and women. The only exception are those of the Physician's Caste, who are normally considered noncombatants.

25. A man who is indebted may offer his daughter as payment. She will be reduced to slavery and sold at auction.


26. Free Companionship Contracts last for one (1) year. If not renewed at the end of that time, the companionship is dissolved.

27. Death or enslavement of either party to the contract results in automatic dissolution of the Free Companionship Contract.

28. No free man of the City of Lydius may claim a free women as his unless the free woman is in agreement with this, this applies to citizens and guest as well.   Free men of Lydius are sworn to protect all free women and all citizens of the City of Lydius.  If a free man of the city has been rejected by a free woman, he may not pursue attempting to make her life miserable or challenge another man for her hand, that behavior will not be tolerated in the City of Lydius.


29. It is against the law for any Citizen or non-Citizen of Lydius to claim they hold a position within the City of Lydius to which they have not been duly appointed by the Administrator/Ubar, or duly elected by their individual City Caste. This includes either publicly stating such to others or inclusion of such in their life scrolls (profile) kept on file in the City Records.
  

 

 

Free Woman
 
30. A Free Women is proud, but she does not challenge or insult. If she acts like a barbarian she will find herself treated like a barbarian and be collared as a slave. The Gor World is typically full of Warriors and one of the things that Warriors do is collar and enslave barbarian free women. To draw attention to yourself by behaving in an un-ladylike manner is foolish, unless you want to be in a collar. Be attractive, witty, gracious and behave with honor and you will be treated with the respect due a Free Woman. Act like a slave, and you will be one. Behave like the lady you are. 
 
31. A free woman who cannot pay her debts may be enslaved.

32. In the City of Lydius, all women must have proper escort. At least two guards with her at all times for her protection.

33. A free woman may take the caste of her mate or if uncompanioned, of her father. Once joined she may take her mates caste or retain her own.

34. The Paga Den establishments of the City of Lydius will allow entrance to men only and slaves. Free women may not enter any paga dens of Lydius.

35. No free woman shall be allowed to debate or interfere in the business of men. They may speak freely of their opinions on the matter at another time.

36. Free Women are required to wear robes of concealment or a sari. Veils are not required when in public but may be worn if desired.

37. The property of one who becomes enslaved is transferred to the nearest male relative or the nearest relative, if no male exists, or to the City or to a guardian. Even if the slave is later freed, the property cannot ever be recovered.

38. If a slave owner dies, his or her slaves pass to his or her heirs. If there are no heirs, the slaves become property of the City of Lydius.

39. A Free Woman can sell herself into slavery, but once this is completed, she cannot then revoke it.

40. Freed slaves require explicit manumission papers or they may be enslaved again without repercussion.

41. If a Free Woman exhibits conduct indicating suitability for a collar, any man wishing to enslave her for such conduct must first seek a hearing with the Administrator/Ubar.

42. Any Free Woman who kneels before a man or addresses him as "Master" or "Jarl" effects legal imbondment upon herself and is considered to be a slave. Free women, remember all IM's are OOC unless you decide to RP in one and be careful as you could be coerced into that action in an IM forum thinking it is private when in fact the other mun is logging it as IC RP.  The log would be reviewed and if the char was not coerced the log will hold as valid RP since RP was chosen in an IM forum of your own free will.

43. It is against the law for any Citizen or non-Citizen of Lydius to claim they hold a position within the City of Lydius to which they have not been duly appointed by the Administrator/Ubar, or duly elected by their individual City Caste. This includes either publicly stating such to others or inclusion of such in their life scrolls (profile) kept on file in the City Records.
  

 

Slaves
 
44. A slaves first and foremost duty is to bring honor to your Master-Jarl/Mistress always. Always be obedient and respectful for your actions reflect on your Owner.

45. You do not need to beg permission to enter, but you must always ask to leave. Always greet Masters/Jarl's first, Mistresses and then slaves. (if your Master-Jarl/Mistress is present go to their feet, kneeling and greeting them FIRST.  You are to remain with your Master-Jarl/Mistress when he/she is available unless given permission to go elsewhere by him/her, or told to go elsewhere by him/her. 


46. Slaves must never, ever provoke confrontations or endanger themselves unnecessarily.  Remember, you are property and like all property, damaged goods are of lower value.  If a slave is damaged or punished, the slave MUST provide a log of said damage and what lead to the punishment.  If a slave cannot provide a log, it will be acknowledged that the slave deserved the punishment and nothing will be requested for damages.  As no FP will take the word of a slave over another FP.  If you disobey or are insolent, you will be punished. It is the Master-Jarl/Mistress privilege and duty to correct a slave, this enables the slave to improve.  Slaves are not pampered or rewarded for disobeying or being insolent.
 
47. If a slave strikes a free person, they are subject to lengthy torture followed by death.  It is illegal for a slave to touch or handle a weapon without being ordered to do so.  The breaking of this law will result in death.  This does not apply to the handling of kitchen cutlery in the preparation of food under the supervision of a kitchen master.
 
48. No bratty, whiny, slaves will be tolerated. Thoughts are read via body language. Keep your thoughts respectful or do not think at all.  Expressing anger, annoyance and disagreeing in thoughts is not allowed.  Thoughts of any nature against the Laws of the City of Lydius or displeasure with the city or any FP will not be tolerated.

49. Going OOC in the room to express thoughts, whine, argue will not be tolerated by the City of Lydius RP group.

50.  No poison slaves are recognized in the City of Lydius, nor any SL's regarding such.


51. Whining OOC to other's in IM's for any reason, is frowned upon.  Whining OOC to any FP or other slave regarding the Laws of the City will not be tolerated, if you have an issue address it with your Master-Jarl/Mistress's IC.  If you have a real problem with something that is happening in the City, take it to your Master-Jarl/Mistress. No jealousy will be tolerated between slaves.  Master-Jarl/Mistress's have more important things to think of and do than listen to petty issues between slaves, so make sure it warrants attention.
