Council Guidelines
1. Caste
Chairs are required to attend meetings (including the City Reps)
a.
Ineligible for reelection if two meetings in a row are missed during
the term of office
b. Only
those that have earned 2d/24 are eligible to run for office
2. Voting by scroll will
require the vote of all 5 Chairs.
3. City Reps may speak on
any issues brought before the Council or circulated by Council
scroll, but will have no vote.
4. Council mail sent by the
scribes regarding Council matters will include the Chairs only.
5. Council mail sent by the
scribes for meeting agenda's will include all City Reps.
6. All issues discussed in
Council meetings will be kept in confidence until the Caste members
are informed as a whole.
7. All issues
discussed in mail will be handled with discretion and will be
treated with the same respect as a Council meeting and will be kept
in confidence until the Caste members are informed as a whole and/or
a decision has been made and approval has been given for it to be
forwarded to the City Reps and/or the general caste populace.
Council mail should never leave the confidentiality of the Chairs.
8. Caste applications
and requests will be handled in a timely manner. All applications
will be handled as per application and caste guidelines.
No rejected application will be re-voted on
in the same Council meeting.
Council Protocol
1. All meetings will be held
in an atmosphere of respect for all. We may disagree at times
and that is fine, but no mun bashing or insults will be tolerated.
Any mun bashing behavior and you will get a warning, a second
offense you will be bolted from the meeting.
2. Agenda items are
discussed in the order they are placed on the agenda.
3. Chairs will be
added to the queue in front of City Reps.
4. Entering the queue

5. No one may speak
until recognized by the 1st Chair or Moderator.
6. 1st Chair may
interject at any time without entering queue.
7. If a question is
addressed to any Chair, that Chair may respond without entering the
queue.
8. 1st Chair or
Moderator may end any and all discussion in the interest of
maintaining order at their discretion.
9. City Reps may voice
opinions but they will respect the Chairs positions. |
